In Saudi Arabia, the responsibility of receiving domestic workers who are arriving for the first time falls on recruitment agencies, as stated by the General Directorate of Passports (Jawazat). For workers returning on exit and re-entry visas, the employer or their representatives are responsible, as per Saudi Jawazat. The Saudi Interior Ministry has introduced an online authorization facility for receiving workers coming to work in the Kingdom. As part of its awareness program, Saudi Jawazat has also highlighted the penalties for expat workers who work for their own benefit instead of their employers. According to Saudi Jawazat, self-employed expat workers may face fines of up to 50,000 riyals, jail terms of up to 6 months, and deportation from Saudi Arabia. The authority has urged reporting violators of residency and border regulations by calling 911 in the regions of Makkah and Riyadh, and 999 in other regions of Saudi Arabia.
