New Regulations Prohibit Expats From Pursuing Self-Employment In Saudi Arabia's Delivery Sector

In a significant move, Saudi Arabia is set to implement new regulations governing the delivery service sector, effective April 2024. The Transport General Authority (TGA) has introduced stringent measures, including the prohibition of expatriates engaging in self-employment within this rapidly expanding industry.

Key Regulations:

1. Uniform Requirement: Non-Saudi individuals employed in the delivery sector are mandated to wear a designated uniform, ensuring a professional and standardized appearance.

2. Face Verification System: Delivery companies must integrate a system directly linked to TGA for facial verification of their drivers, enhancing security and accountability.

3. Gradual Hiring through Light Transport Companies: Over a 14-month period, delivery companies are required to gradually recruit non-Saudi drivers through light transport companies, aligning with the TGA's strategic implementation plan.

Opportunities for Saudi Citizens:

Contrary to the restrictions on expatriates, Saudi citizens are granted the freedom to work independently in the delivery service sector. Moreover, the new regulations permit the use of light-duty cars for advertising purposes, subject to collaboration with the Ministry of Municipal and Rural Affairs.

Enhancing Efficiency and Safety:

The TGA emphasizes that these regulations aim to enhance the efficiency of delivery drivers, ultimately leading to improved service quality. Additionally, the implemented measures are designed to create a safer and more trustworthy environment for both consumers and industry stakeholders.

Encouraging Local Employment:

The TGA spokesperson, Saleh Al Zuwayed, highlighted the significance of the delivery sector in the kingdom, expressing the regulatory intent to encourage more Saudi citizens to actively participate in the field. The overarching goal is to stimulate job creation and foster economic growth by prioritizing local workforce engagement.

Saleh Al Zuwayed stated, "One of our main goals is to regulate and optimize the crucial delivery sector in the kingdom," emphasizing the pivotal role it plays in the country's economic landscape. Currently, 37 licensed companies operate within the delivery business in Saudi Arabia.
