According to the Ministry of Human Resources and Social Development in Saudi Arabia, a report of harassment at a workplace can be filed through the HRSD Application, a service app provided by the ministry.
In cases where the aggressor is the employer, the complaint can be filed with the competent legal authorities, represented by the police.
In the event of a behavioral violation occurring at the workplace, a complaint should be lodged with the establishment within 5 working days from the occurrence and a copy of the complaint lodged with the company should be attached along with the HRSD application.
The Ministry's application provides easy access to HRSD e-services and provides an excellent user experience and effective communication channels. Users can book an appointment, file a complaint, and submit a grievance.
Harassment is defined as causing physical, psychological, sexual, or economic harm to another party. It covers all types of exploitation, threat, extortion, enticement, quarreling, cursing, insulting and deliberately excluding other people of opposite gender or committing any form of physical or verbal discrimination.
The regulation also has misconduct by workers either during working hours or outside of working hours. A maximum of three types of violations can be reported daily against each designated company through HRSD's application.
- The HRSD app includes major classification of violations, such as violations of Saudi Labor Law, violations of behavioral violations, violations of preventative measures of companies and individuals, violations of occupational health and safety, and violations of Saudization.
Saudi Gazette reports that behavioral infringement includes assisting or covering up harassment (any word, act, or gesture with a sexual connotation by a person against another), failure of the company to investigate or punish those who have been found in violation of the law, and failure of the company to form a committee to investigate behavioral abuse at work.
