Saudi Arabia Introduces Skill-Based Work Permits For Expats To Boost Talent And Efficiency
Category: Expats

In a major step towards enhancing the labor market and aligning with Vision 2030 goals, Saudi Arabia has launched a new skill-based classification system for expatriate work permits. The new system, which categorizes workers into high-skill, skilled, and basic levels, aims to attract international expertise, improve operational efficiency, and ensure job roles match worker qualifications.

New Classification of Work Permits

Saudi Minister of Human Resources and Social Development, Ahmed Al-Rajhi, has announced that all work permits for expatriate workers will now fall under three main categories:

  • High-skill
  • Skilled
  • Basic

The implementation began on June 18 for current expatriates and will apply to new incoming expatriates starting July 1.

Objective Behind the Decision

The ministry has clarified that this classification is part of a broader strategy to improve the labor ecosystem in the Kingdom. This decision is aimed at:

  • Enhancing job performance and workforce productivity
  • Attracting skilled global talent to share expertise in Saudi Arabia
  • Improving the verification and skill assessment process
  • Creating an environment supportive of innovation and modern business models

The change is also designed to contribute to the goals of the Saudi Vision 2030 and the National Transformation Program.

Guidance and Implementation

The Ministry of Human Resources and Social Development has published a guidance manual on its official website, detailing the new classification system and technical updates related to work permits.

Impact on the Saudi Labor Market

This policy shift is expected to elevate the quality of expatriate employment by ensuring that individuals are placed in jobs matching their skill levels. It will also:

  • Increase transparency in hiring practices
  • Reduce mismatch between qualifications and job roles
  • Foster fair competition and support business development

Conclusion

By introducing a structured skill-based system for expatriate work permits, Saudi Arabia is taking a critical step toward modernizing its labor force. This initiative supports economic growth, attracts international talent, and ensures a more effective distribution of skills in the workforce.
